He graduated in Law from the University of Naples “Federico II” in 1986 and in Philosophy from the University of Rome “La Sapienza” in 2002. In 1992 he obtained the title of Doctor of Research in Public Law from the University of Naples “Federico II”.
He was a C.N.R. scholarship holder, carrying out research activities in Zurich, Heidelberg, Toulouse and Edinburgh.
Researcher from 1992 to 1998 at the University “La Sapienza”, associate professor from 1999 to 2000 at the University of Bari, associate professor from 2000 to 2003 at the University of Lecce, from 2003 to 2013 he taught at the University of Naples “Parthenope”, where he was Director of the Department.
He also taught at the University of Roma Tre (Faculty of Economics), at the University “La Sapienza” (Faculty of Economics); he was a professeur visiteur at the University of Toulouse I (Faculty of Law) in 2005, 2006, 2008, 2009, 2010.
Member (treasurer) of the Board of Directors of the Italian Association of Constitutionalists (2009-2012); national and local coordinator of some PRIN; member of scientific committees of scientific journals; coordinator (together with A. Celotto and M. Olivetti) of the Public Law section for the Updating of the Digest of Public Law Disciplines, Utet; has carried out consultancy activities for some ministries.
He has been a lawyer since 1990, a cassation lawyer since 2003, and co-founder of the ADLaw law firm based in Rome.
